Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of conflicting incidents captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are issued from different nations. Immense energy is expended on managing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "settlement".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is able to track rocket firings from enemy soil, a capacity afforded by current data. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats roared overhead – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, presumably provided by partner states. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly transforms into sober acceptance: perhaps the hostile projectile won't strike its target this time, sparing the city from devastation and another blackout.
Persistent Threats
Following this, a heavy machine gun opened up on a drone somewhere nearby, part of a mobile-fire group – almost certainly imported technology. Sadly, the bullets missed the opposing UAV – it pressed on overhead toward its objective.
Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's vital need on external assistance – a need that regional partners are clearly incapable to substitute in the near term.
Ineffective Peace Efforts
The detailed framework from US administration provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new proposal from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This trend will, certainly, persist.
Tactical Assessments
It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is impossible to compel Moscow to relinquish the land that it already controls in Ukraine's south or east.
The challenge is that while recognising this factual reality, US leadership does minimal to deter Moscow, through diplomacy or military means, from believing that the status quo will not shift further in its favour in the months ahead.
Divergent Views
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but avoiding a entire defensive failure until situations evolve in its advantage.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are driving the talks.
Conclusion and Outlook
It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
