American lawmakers are meeting during the weekend for the first time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to diminish as GOP senators floated a proposal toxic to Democrats: scrapping the ACA, known as Obamacare.
Growing Consequences of Government Shutdown
The effect on US citizens from the longest closure of the federal government in history worsened on Saturday, as federal workers went without pay, carriers were forced to ground planes and SNAP benefits have been postponed for forty-two million Americans.
Trump's Proposal from Florida Resort
As weekend session got under way, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Several Republican senators welcomed the plan, which is similar to a replacement for Obamacare proposed in 2017.
"We will replace this failing program with something that is actually better for the consumer," one senator stated.
Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Response
Democratic lawmakers expressed alarmed responses to Trump's proposal.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another lawmaker reacted to the criticism of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."
Continuing Negotiations
The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an willingness to an emerging plan from a handful of centrist lawmakers to end the shutdown in exchange for a later vote on the Obamacare subsidies.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans turned down an offer to reopen the government and extend the payments for a year.
Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a 12-month continuation of the payments before negotiating the long-term of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress does nothing."
Political Situation
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.
Several observers suggested that the core of such a plan would remove the ACA's requirement that carriers cover patients with pre-existing conditions.
After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the proposal that failed to garner enough support in 2017.
